Can water temperature affect how well a toilet works?
The family seems to have the most trouble with toilet blockages in the winter months when the flush water is colder.

I don’t think the water temperature has anything to do with it but if your sewer lines are at or near the frost line they may be partially blocking due to freezing.

Either your sewer line is not below the frost line or you have household visitors putting an extra load on your system!

No.
However tempered water will stop the tank from sweating during the summer months.
